Field of Engineering: Rail, Road & Civil Eng. Tech (Civil HND)

Mr Rumsey has 40 years of experience in contract management, administration, design and construction supervision in the road and railway engineering industry.

After qualifying at Witwatersrand Technicon in 1977, Mr Rumsey left Roberts Construction and started his civil / railway career with John Tanner Construction as a Site Agent. He remained in earthworks, concrete and railway construction with Rail & Siding and then joined WJM / WK Construction as a Contracts Manager. Except for a 5-year break with Jeffares & Green Inc, as Resident Engineer – roadworks (1985 to 1990), he remained in construction as a Contracts Manager with RME Swaziland and TTN South Africa. He then joined Kleber & Associates in 2002 as a Project Engineer on the Aus-Lüderitz Railway Rehabilitation works, where he became a Partner in 2010. He has represented the Namibian Ministry of Works on overseas railway inspections in China and Austria; TransNamib as specialist witness (TNH vs. Nampower – case won) and as an interview panel member for the 2019 TransNamib Board selection (Ministry of Public Enterprises).


Jonas Hamalwa Partner

B.Eng. (Civil) MSc. (Civil Eng. – Transport) PrEng (TR)

He joined the K&A Consulting Engineers team in 2009 while still a student at the Polytechnic of Namibia. His experience in roads and railway lines at K&A stimulated his passion for railway engineering after gaining valuable experience in contract management, administration, design, and construction supervision in this transportation engineering industry. With the aim of extensive skills and knowledge transfer, and empowerment, he became one of the majority shareholders in 2016. Being passionate about the national transport infrastructure development and innovative maintenance strategies, he completed his Master of Science in Civil Engineering (Transport) at the University of Namibia to strengthen his academic background.


Estee Beukes Partner

Field of Engineering: Structural & Civil B.Eng. (Civil) MScEng (Struct) PrEng

Mrs Estee Beukes received her Bachelor of Engineering (BEng Civil) and Master of Science in Civil Engineering (Structure) from the University of Stellenbosch over a period from 2004 to 2009. She had been employed at Windhoek Consulting Engineers in the Structural Department to sculpt her experience within the field of Structural Engineering from 2010 to 2016. To accommodate her academic achievement, her involvement in all different types of structural interpretation, design and detailing was of great importance to her. Her experiences cover structures in residential developments, commercial warehouses, water-retaining structures, purpose-specific buildings, building rehabilitation and multi-story buildings. She is registered with the Engineering Council of Namibia (ECN) as a Professional Engineer. She joined the team at Kleber & Associates Consulting Engineers at the end of 2016 to expand her structural engineering knowledge on design and maintenance of transportation structures, such as stormwater structures, tunnels and bridges. She is enthusiastic in the research and development for the best possible solutions for structural stability and optimum structural performance for structures.



Field of Engineering: Rail, Road & Civil B.Eng. (Civil) PrEng

Mr Rob de Koning is a Namibian Professional, who has a clear understanding of the role and responsibilities associated with being a Civil Engineer. He started off his career joining Aurecon Namibia from 2012 to 2016 after completing his B.Eng (Civil) degree from the University of Stellenbosch. He was responsible for the design of sewer and water reticulation networks ranging from small-scale low-cost accommodation to large residential and industrial developments. Stormwater analysis and subsequent stormwater system designs were also part of his duties. He designed roads from geometric design principles, including pavement designs. He was actively involved in supervision of construction sites, the project contract management and work quality control. He is registered with the Engineering Council of Namibia (ECN) as a Professional Engineer. Mr de Koning joined the team at K&A Consulting Engineers since mid-2016 to expand his civil knowledge on railway engineering while still applying his skills in civil infrastructure. To date he has been involved in various rail, road and civil engineering projects and designs.

PWI Diploma (SATS College)

Mr Taljaard has 35+ years of on-site experience with railway installation and maintenance with the South African Transport Services and TransNamib, combined. He started working as a “Learner Platelayer” and worked his way up to “Chief Track Maintenance Officer” and so understands all processes involved during the construction/maintenance of a rail track system. He joined the K&A team in 2012 as a specialist, to fulfill the duties of the Engineer’s Site Representative (Clerk of Works) for the rehabilitation works for portions of the southern railway of Namibia. His passion and dedication to the standards and workings of trackwork to the Standards of the Rail Authority, make him an invaluable asset to the quality control processes during track installation and assessment. He is qualified as a “RailTek Ultrasonic Rail-Weld Fault Detector” and can perform all necessary checks to inspect rail-weld joints and thus can facilitate speed of approval during new track installation. He has experience in the installation of conventional track and concrete modular track rail system.

LIENTJIE VAN NIEKERK Administration / Finance

Mrs van Niekerk has 30 years of experience in secretarial, administration and finance in consulting engineering companies. Her career started in 1980 at Van Wyk & Louw Consulting Engineers in Pretoria, South Africa, as a Personal Assistant to the CEO. She assisted the CEO with all secretarial and administration duties, organizing and preparation of board meetings, documentation, functions, refreshments, etc. She contributed to the team by assisting Project Directors and Engineers with typing of specifications, proposals, tenders, etc. at Van Wyk & Louw, which became Africon Consulting Engineers and a few years later, Aurecon SA Consulting Engineers.

She was a Registered Member of the Professional Secretaries Association of South Africa during her career in South Africa. In 1999, she relocated to Namibia and after receiving Permanent Residence, started working as a secretary at Aurecon Namibia for the Director of the Transport Division and the Country Manager. She led the ISO Coordination process for Aurecon Namibia.

In mid-2018 she joined K&A Consulting Engineers as Office Administrator.
